Fisp and Fire Show open with the proposal to effectively reduce workplace accidents in Brazil


FISP – International Safety and Protection Fairand a Fire Show – International Fire Fair were officially opened on Wednesday afternoon at São Paulo Expo, with the presence of authorities who highlighted the importance of trade fairs and new technologies used in safety products and solutions to reduce occupational accidents in Brazil. According to Ministry of Labor estimates, more than 400,000 such accidents occur every year in the country, resulting in over 2,800 deaths.

The first to speak about the importance of the events during the ceremony was Nercio de Souza, president of Abiex – Brazilian Association of Firefighting Equipment and High-Pressure Cylinder Industries, the organization that produces Fire Show. Next, speeches were given by Adriano Serino, CEO of Sindiseg – Union of the Security Material Industry; Raul Casanova, executive director of Animaseg – National Association of the Occupational Safety and Protection Material Industry; and, on behalf of Jacques Lesser Levy, president of Abraseg – Brazilian Association of Distributors and Importers of Occupational Safety and Protection Equipment and Products.

Directly from Milan, the director of the Italian headquarters, Robert Tripoli, participated in the ceremony alongside Graziano Messana, general manager of Cipa Fiera Milano in Brazil, and emphasized that the country represents one of the most important pillars for the group's new industrial internationalization plan. “In the coming days, we will announce how we intend to invest more in Brazil,” the executive announced, drawing applause from the audience.

The Deputy Consul of Italy in São Paulo, Simone Panfili, in turn, spoke about the relevance of the two fairs, reinforcing the positive relationship between the two countries and how the 360-degree bilateral collaboration that has been taking place will be continued, whether in times of crisis or economic enthusiasm.

Rimantas Sipas, director of Cipa Fiera Milano, organizer and promoter of the events, thanked everyone present, placing special emphasis on technicians, engineers, and safety inspectors, as well as first responders and many other professionals who look after workers' safety. Kiss nightclub tragedy sparked actions to change how fire prevention and firefighting are approached

The tragedy at the Kiss nightclub was not an accident, but the consequence of a series of errors and omissions that led to the deaths of 242 people in the city of Santa Maria, in Rio Grande do Sul, in 2013. This is the opinion of the vice-president of AVTSM (Association of Family Members of Victims and Survivors of the Santa Maria Tragedy), Paulo Tadeu Nunes de Carvalho, who spoke about the five-year anniversary of the fire during the opening of Cobeni – XX Brazilian Congress on Fire Engineering, an event that is part of the Fire Show – International Fire Fair, which runs until October 5th at São Paulo Expo.

Father of 32-year-old Rafael, who died in the fire, Paulo Nunes de Carvalho now works alongside other parents and survivors of the tragedy to raise awareness among people and governments, in addition to fighting for the creation of public policies for fire prevention and firefighting. He also criticizes the way the legal process was handled. “Throughout all this time, I was able to observe a series of things. Despite the exemplary work of the police, I also unfortunately noticed a lot of fear on the part of some members of the Public Prosecutor's Office. The first negative surprise was when all the cases involving public entities, such as civil servants, the mayor at the time, Cezar Schirmer, and secretaries, were dismissed. There was widespread outrage, mainly because the police investigation made it clear that there was omission and negligence on the part of the public authorities, since everyone had already received complaints about irregularities at the nightclub.”

Carvalho defends the creation of laws that can hold everyone involved in similar cases accountable. “We had the approval of the Federal Law that became known as the Kiss Law, because it emerged after the tragedy. But we were surprised by 12 presidential vetoes, including the one dealing with the prohibition of tabs and the accountability of public entities in cases like the Kiss Nightclub,” he laments.

Certification helps ensure the quality of fire prevention and firefighting products

Certifications are becoming increasingly important for companies seeking to stand out and committed to the quality of the products and services they deliver to customers. “The advantage a manufacturer has in maintaining certification is allowing and demonstrating a relative guarantee of the quality of the product it manufactures, assured by an independent entity,” stated Vladson Athayde, commercial manager at UL (Underwriters Laboratories), who spoke about “The Importance of Product Certification – Reality in the World and in Brazil,” during the 20th Cobeni (Brazilian Congress of Fire Engineering), which takes place at Fire Show 2018.

“Considering the fire protection, combat, and detection market, there are only three Inmetro ordinances published (fire extinguisher, extinguisher powder, and pressure indicator) that are mandatory. In the voluntary scope, however, Inmetro published the ordinance for fire hoses in 2015. For many other products that already have published Brazilian standards, it is necessary for the market to be willing to invest in product certification,” explained Athayde. “And when we talk about the market, we must consider primarily the consumer market. In other words, that people are aware of the importance of purchasing products that are, in fact, in compliance with Brazilian standards.”.

Parliamentary Front wants to encourage the creation of laws for fire prevention

Expand the debate with civil society on the prevention of and fight against fires; create a National Model for Fire Safety Regulations; periodically disclose and publicize statistics on fires in Brazil; encourage the certification of products and equipment; and create training courses for fire safety engineers. These are the objectives of the Mixed Parliamentary Front for Fire Safety, created three years ago with the support of various civil society entities and governmental organizations.

According to Marcelo Lima, general director of the Sprinkler Brazil Institute (ISB), who spoke during the 20th Cobeni (Brazilian Fire Engineering Congress), which takes place during Fire Show 2018, the creation of the Parliamentary Front took place to ensure that conditions are created so that the tragedy of the Kiss Nightclub in Santa Maria (RS), which caught fire and killed more than 200 people, does not repeat itself. “We understand that this is a sector that lacks public policies and initiatives that contribute to increasing fire safety throughout the country,” he states.

Firefighters demonstrate car accident rescue techniques at the Fire Show

The Fire Department is holding three daily traffic accident rescue tests during Fire Show 2018. In addition to being educational for visitors, the demonstrations also serve as training for the corporation, according to Captain Muniz, who is coordinating the events.

The attraction always starts at 3:30 PM and consists of three distinct events. The standard event, lasting 20 minutes, is the simulation of a car accident with one injured victim. Next is the rapid event, with the firefighting team having to rescue a victim in critical condition in ten minutes. After a thirty-minute break, it is time for the complex event, when two victims are attended to, one of them trapped in the wreckage, and the firefighters have 30 minutes to carry out the rescue.

Captain Muniz points out that the tests follow the standards of World Rescue Challenge  (Challenge World Cup of Rescue), an event that takes place every year in a different country. “In 2016, it took place in Curitiba, with the presence of 36 competing countries,” she states.

H&S sector needs to better inform itself about e-Social

Business owners need to get better informed about eSocial, especially in the OHS (Occupational Health and Safety) segment, which will be required to submit information to eSocial starting January 1, 2019. Therefore, it is important to pay close attention to avoid facing penalties provided by law. This warning comes from Rogério Luiz Balbinot, an Occupational Health and Safety engineer, member of the Confederative Working Group (GT), coordinator of the Fenacon (National Federation of Accounting Services Companies and Advisory, Expertise, Information, and Research Companies) Working Group, and creator of the system that unifies the submission of social security, labor, and tax information into a single platform.

Balbinot gave the course “Preparation and coordination of labor and social security documents to comply with e-Social: PPRA, PCMSO, ASO, insalubrity/hazard report, LTCAT and PPP” and will hold, on the 5th, the seminar “Documentary Organization of OSH (Occupational Safety and Health) to comply with e-Social” during the 22nd Fisp – International Fair of Safety and Protectionwhat happens in São Paulo.

The sector must report the data and issue the required documents starting at the beginning of next year. But Balbinot guarantees that there is still much work to be done to improve e-Social. “They are trying to change labor laws through e-Social and that is not correct,” he criticizes. “The function of the system is to support existing laws. And everyone needs to stay informed to avoid problems with the government and the risk of being fined. But they also need to prepare to avoid these distortions,” he states.

The engineer believes that changes to the e-Social project will still occur. “Since its implementation, some alterations have already taken place, but we are lobbying to prevent the sector from suffering losses and we will maintain our demands until we are accommodated,” he guaranteed.

Safety accessories for vision, hearing, and respiration

Among the new features that Honeywellbrought to Fisp visitors are various safety eyewear models, including the Stealth (wide-vision goggles), Genesis, and Seismic models, which feature the revolutionary Supremo anti-fog coating, up to 60 times more efficient than conventional treatments.

In the hearing protection area, the company is exhibiting earplugs, earmuffs, and the major new product in this category: the Impact Sport electronic earmuff, which reduces harmful noise and amplifies ambient sounds. From the respiratory protection product line, complete self-contained breathing apparatuses, such as SCBAs, and escape equipment, such as EBAs, stand out. The standout product is the T8000, a self-contained apparatus that features advantages such as cost-effectiveness, ergonomics, and lightweight design.

Another product that catches the public's attention is the Elipse respiratory mask, of German manufacture and imported by GVS, which also exhibits at Fisp. “The model is the smallest and lightest on the market, weighing only 137 grams with the filter,” says Eduardo Milowski, the company's Security Division manager.
